IIRC it was an east coast state which was called for Biden before enough votes were counted for it to be conclusive. I think they did this on purpose to gaslight the public that Biden was winning before it was conclusive (based on the data they presented) I think that east coast state was Virginia.
Not that it matters, but in Obama's second election all (maybe not all, but a lot of them) the states were called for Obama with just 1% reporting. I was amazed that they knew he would win that early, and I was also shocked.
I dropped Fox that election night when they called Virginia early.

Arizona was not the only case. Multiple states were called early while polls were still open.
