Surprised at Chip Roy. Does this mean he got his way with the rules committee, or did he cave? Hoping for the former, but the fact that six remain worries me it's the latter.

I would rotate them, every time they think they have the votes they spring a leak and lose others that voted yes before. That would be awesome
