I believe the holdouts are actually lawful contractual agreements, and at the very least he can be removed from the speaker position if he fails to fulfill his obligation.
For me, it's a little odd to SAY they do the things but words at this point is cheap after so many rounds of them lying and cheating since 2015. What's going to make McCarthy from doing or not doing?
