Don't know US traffic law, but in my country it is illegal to pass a car on the right (inner lane), unless it is congestion and one lane is faster than the other. Cars are supposed to keep to the right, but many don't care and thereby provoke others to pass them on the inner lane.

You're overthinking. Just stage a breakdown without pulling over, or get a few people to throw nails or oil or large objects on the roads. Same effect, less dependent on one person's performance.
Faking a breakdown in a travel lane takes more personal time and is harder to work into the daily schedule of a commuter, so the cabal would have to pay the person more. Littering is blatantly illegal so there’s higher risk for a hypothetical operative. If I see someone dumping nails then I’m getting the plate number and the cops will be more interested in that report than about complaints of slow drivers. Only some state’s cops even look for passing lane misuse as a ticketablle offense.
In MA this is ticketable as obstructing the flow of traffic. Even when going above posted speed. I witnessed a Statie come behind a lone tractor/trailer and pulled him over for citation because he wouldn’t move out of left lane. (nighttime). MASSHOLES.
I want to get around the slowpoke in the right lane too, but I'm not cranking my company vehicle up to 90 miles per hour just so the chuckleheads behind me can get where they're going 5 minutes earlier. Drive to Survive, Arrive Alive...
The roads were designed in the 1930s-1960s for high speeds. Speed limit was arbitrarily made slow by austerity measures of the 1970s, that era’s version of the Great Reset. If you want to go slow, fine, just don’t do it in the passing lane.
