This doesn't surprise me - many wanted to "scare the pants" off the public in order to gain compliance. H*ll...they even did a research trial re: the various ways to gain compliance - fear of course...was one tactic.
But the public NEEDS to know about this. How, rather than science, PROPAGANDA was used to influence their behavior.
