My understanding of Devolution, is that Trump is not in charge, Biden is not in charge. The military is in control. Sometimes in war, the enemy does damage while the good guys are in the process of countermeasures. Are some sacrificed in war to win a bigger battle? Yes. Is saving the country the bigger battle? Actually that's why we have service secretaries, chiefs of staff, and SECDEF. SECDEF runs that stuff and reports to POTUS, although POTUS could certainly stop any of that he wishes. POTUS gives his orders to everyone and they (hopefully) carry them out.
SECDEF is solely responsible for this. POTUS might have told him to, but he would be obligated to resign rather than implement illegal orders. Unfortunately SECDEF (and CJCS as well) are class-A shits and shouldn't be in charge of an HOA or neighborhood watch much less the military.
Because from the looks of it, it doesn't matter the answer. Whether they answer to no one, or a higher up in the DS, at this point we can shove that compartmentalized crap back at that other poster.
