Smart thieves pay their taxes because they know that’s how govt gets them if they can’t get them for the thieving.
The smarter thieves overpay taxes to launder money as refunds from the govt. ( I have heard Russian mob did this at one point)

I have an uncle who had several businesses that operated only in cash. He was skimming off the top in all of them.
This was back in the early 90s. He had hired someone to fix his work computer (that held both books, the real ones and the ones for the IRS).
Computer guy was just snooping around his files and saw it. Reported it to the IRS and got 10% of what the IRS eventually got off my uncle for tax evasion. Computer guy and his kids never had to work another day in their lives. On just 10% of what the IRS eventually got from my uncle.
Ironically, when my uncle knew he was going to go down, he indeed listed his ill gotten gains for that year on his taxes, so he wouldn't have yet another count of tax evasion to deal with.
I think people would be surprised how many crooks list their gains for illegal activities on their taxes when they know they're about to go down for something and they want to avoid another charge against them.
How do they identify thieves, criminal records?
