They have a Seattle Amazon server up from one of their DNS records but there's nothing special there but an nginx server:
dig +multiline qagg.news any
=>
99.83.154.118
I did a basic nmap of it too and see nothing special except the nginx server on 80:
nmap -p 1-30000 99.83.154.118
80/tcp open http
My theory is they have a svelte version of the site almost ready for a release.
Basically a rewrite in a more modern toolchain. The downtime also gave the community a chance to build resilience in a safe manner.
It's been down for since about day 5. I remember someone posting at the time that it "said 6 yesterday". Counting down to March 30th. I didn't check myself before the site went down, it could be that the 30th is the last day and the 31st is what we're looking for?
Does day 0 count? I mean, the day counter reads 0 but there's still 23 hours 59 minutes left on the clock?
So the answer to your question is that I don't know. Sorry.

I really should have paid attention in computer class.
searchengine, enter commands, see what comes out, learn.
It goes on and off. It was down a few days ago- but is back up. Shows “2”- but will be 1 in about 20 mins.
I can't get on the page, it says "can't reach this page".
Maybe it depends on your location? Anyway- the clock shows 1

Apparently people have started hyping April. So IDK. Maybe something will go down on the 31st.
