If true, this was not a statement of sociopathy, but of sympathy.

When you are REALLY hungry, would you rather eat cake or meat and veggies.? Therefore, Let them eat cake in my interpretation means, 'give them something they don't want' and at least say we tried to feed them.
I always thought it meant them being so out of touch with the common people, that they draw the conclusion that if they don’t have bread to eat, then why not eat the cake they must obviously have but aren’t using. Implying that the rich might think that the average person has access to the same sort of recourses the rich might have.
It’s like if some walled off Hollywood elite was told that people are having more trouble buying food, their response being “well let them eat caviar”, obviously something the common person doesn’t eat, have access to, or hope to afford. Showing how deeply out of touch and worthless they are.
