Are the cops just there to run interference, given the size of the crowd? The question is: for whom are they working? There are two answers. 1) the people; or 2) the Government. Woe betide the government if it sends in armed forces to quell discontent.

I never thought about it but if you're limited in supplies, then water balloon paints gotta be super effective. Blocks visioon, sticks to equipment, if it hardens (like acrylic) it can make grips slippery or mechanic parts falter the first few cycles. Paint is abundant at most supply stores

As far as why they're there, France has a lot of reasons for unrest that are legitimate. Clowns need to distort the perception of everything. Everything needs to look like something it is not.
