I don't understand how this works with the top fee being only $85 (for those earning over $180,000) Friends and family in CA pay anywhere between $200-$400. So suddenly they can pay $85 or less?
The $85 charge would be assessed without using any electricity, think of it as a service charge.
Oh even the solar powered houses will be assessed the fee!
And that, my friend is where the lid will pop. People, after investing $20-$30K in a system will now have to pay a minimum fee. Also out of state property owners, such as me will be expected to hand over financial records to a power company. Not gonna happen. I am not a resident and I do not pay California income tax nor will I give them the info. Not sure how they will handle that.
There's already a minimum electrify charge with solar. It's only ten bucks a month or so, but if you are connected to the grid (which isn't optional in any town or city) then you pay something regardless.
