Are they going to be empowered to actually d make arrests and launch raids? Or are they going to stand around so it looks like the State/City is doing something even though they’re really doing absolutely fuck all.
And then once dealers are in custody. Will they actually face harsh prosecution? Or will California’s woke legal system let them off with a slap on the wrist?
Maybe this is a sort of "show enforcement" or "performative solution".
They call in the NG, have the press hype it up, have Newsom walk the streets, etc. Basically get everyone involved to carry on like this is a big deal. This sets a framing point in voters minds that "Newsom cares" and is "fighting the open drug trade". Press is complicit so you know the stories will be fawning and supportive.
Then just allow the market to move organically to the next hotspot and wait for the outrage to begin slowly accumulating again. The AGs can eventually drop or reduce charges so the dealers can put their skills and networks back to work.

I say fence the area off and let the problem solve itself. Post the Guard outside the fences and no ins and outs.
They should do that with all of the Blue states.. lol. "Everyone has one month.. in or out"
