We have those hawks here, they're huge! On a side note, when our other dog was a puppy a golden eagle swooped down and tried to get him. I never moved so fast in my life! I couldn't believe what I was seeing, a giant bird coming down past waist height, thought for sure my dog was a goner!

Nonsense, they can only gain lift if carrying a critter the size of a rabbit or squirrel. They could probably talon a cat to death if the cat doesn't freak the fuck out (which it will), but will never be able to fly off with it.
Who said anything about flying off with it? They kill with a bite to the neck, and they can eat their fill right where the kill is made if they're not disturbed. They don't kill prey with their talons.
If an eagle were to attack a cat, it would likely do so from the air and use its sharp talons to grasp and carry it away, rather than using its beak to kill the cat on the ground. It would be a struggle is my point, far from "just a snack".

Bald and golden eagles are large and powerful enough to prey on cats and small dogs if they want to, and have been known to do so on occasion.
Most eagles probably won't come close enough to human habitations to prey on pets, but if your pet wanders too far and there's a large eagle that's not scared of humans like the one in the pictures above, all bets are off.
