I'm genuinely curious where you got the idea he is not retired anymore. Nothing on that link says that. In fact he is in civilian clothes and not a uniform. He would very likely be wearing a uniform if he were active.
Also, he can't just "unretire". He is past the age where he could do that on his own. He can be called up to serve by the Secretary of the Army, but that is very unlikely. In fact if they did call him up it would probably be to try to prosecute him under the UCMJ for conduct unbecoming due to remarks Flynn made in Texas after J6. I don't think it would work, but Trump was impeached for a phone call so stranger things have happened.
Um, there is a Trump EO that brought back retired officers. Flynn very well could have been in that group.

To correct the record, Trump was NOT impeached for a phone call: they TRIED to impeach but ultimately and predictably failed, just like everything else they tried to do to him. Big difference.
Also, when an officer retires, their commission normally remains in force and effect forever. In return for the privilege of being legally entitled to being addressed by their military rank and getting all their retirement benefits, they basically remain an "officer of the United States" until death. They can resign their commission, but few do.
That means that, if there is a recall, the officers can be brought back without an act of Congress or presidential recall.
So, yes, it is entirely possible he could be reinstated as "Active" at any time with full rank, responsibility, and authority.

For the record - I didn't mention congress or POTUS. I specifically said the service secretary - which is correct. And you are right about their commission. The officers serve at the pleasure of the President.
As for the impeachment(s) - look up what impeachment means. He was impeached twice. That is the act that the House votes on, and he was impeached. He was NOT convicted in the Senate so he wasn't removed from office. Like Bill Clinton - he was also impeached but not removed.

Critical thinking - he was charged with a federal crime as a 3 star retired. He was pardoned at the end of 2020 and that idiot judge Sullivan finally dropped the case. In what world would the Army ever promote someone who was charged and pardoned for a felony to a 4-star? They wouldn't touch him with a 10 mile pole - especially since he was "tainted" by working for Trump.
The 4 star Flynn that is active is Gen Charles Flynn, commander of USARPAC (US Army Pacific).
