Not exactly. It is in the category of "if he had become," which is a speculative reference to the future, as looking back from such a happening having happened. A classic "what if" formulation. Please don't extract from this a prophecy. The use of the speculative "if" forbids a reference to past fact.
But it is a canny forecast of a likely possibility. (Now, more than likely, I would say.)
It's not a prophecy - "Biden" was ALLOWED to become "pResident."
Or as Piglosi mentioned many times...."installed".
7 October 2020, a date before the election. Prophecy. No quotation with "allowed." The key quotation involved "What happens if..."
Unless, of course, you are maintaining that Q went in a time machine into the future, to look back on the result of the 2020 election, and then return to the past before the election to make a speculation about an observed fact.
Do you believe Biden won the election legitimately? Do you think that PDJT won in 2016 without the white hats stopping the steal to allow that to happen?
RoughRide could be maintaining that Q already knew the cheat was going to happen and they allowed the steal to go through so Biden could be used to awaken a broader audience?
But... Surely you would agree that, reading the post NOW, it COULD be read as Q using the Socratic method to get anons to draw the conclusion that Biden DID become (not elected) President and is controlled by Ukraine via blackmail.
The Q quotation says nothing about Biden winning the election.
It is clearly a conditional "what if" rhetorical question, with a logical implication, not a prediction.

Yes I agree. In English English "if Biden became POTUS" is a comparable expression for "if Biden would become POTUS." In fact if you were really intending a past tense then it is bad grammar - how can you say "if" when something has already occurred for sure?
But maybe this interpretation is not valid in your alternative version of English I don't know.
I see it as Q asking the question in the manner that he/they did because they already knew the answer and they wanted the reader, that may or may not know anything about the topic, to dig into it and discover the answer for themselves. It would be like one of us asking someone that is totally in the dark about Epstein: "What "if" Jeffery Epstein had a painting of Bill Clinton in a blue dress and another of G.W. Bush flying paper airplanes into to jenga towers that resemble the World Trade center?"
The date on that quotation is BEFORE the election took place. How can you say anything other than "if" when the "something" hasn't yet occurred?
