This kind of speculation is stupid. There is no need to guess at the validity of a fire and whether trees might be left unburnt. Similar fires, in similar locations have happened hundreds, thousands of times. Just look at photographs and compare them. Were there any trees left unburnt in other fires or not.
Healthy trees rarely burn. Deciduous trees rarely burn. Crown fires are nearly exclusive to coniferous trees with the exception being spring time, before the trees have developed leaves.
This is completely normal wildfire aftermath. Especially in a wet environment.
