Starlink has over 4 THOUSAND active satellites currently. Each one likely has cameras (would be dumb not to) and MAC sniffing technology for cellphones ie it knows where everyone and everything is at all times. To boot, it provides comms to the bad guys. INTEL.
I have believed for a long time that starlink has cameras on it. Would mean they have by far the most up to date imagery (actually, real-time). They have eyes on every square foot of the planet at all times. They know where everything is, and probably Tesla AI is boiling it down to the most important bits.
Musk has dripped a little bit in interviews. We know starlink can see in infrared as well, because elon has spoken about being able to detect data centers from space via their heat signature. They have it ALL

I doubt a private company like Starlink can legally track where everyone is at all times using their mobile phones. That's NSAs job to spy on us.

Tracking isnt the need. Cameras to find russian forces would be the play. Then nato would use tuat data to make their plans.

They needed the wireless satellite internet connections in the region to coordinate the military.
I'm not certain that it was NATO, or if it was Ukraine that made the request.
