The Commerce Clause refers to Article 1, Section 8, Clause 3 of the U.S. Constitution, which gives Congress the power “to regulate commerce with foreign nations, among states, and with the Indian tribes.”
Do you see the conflict here? The U.S. Constitution cannot be used against itself to penalize a Right already acknowledged in the U.S. Constitution.
The only way this law could be constitutional is that it is (1) applied equally to all products sold in CA. (2) That it doesn't penalize a Right written in the U.S. Constitution.
This law will be challenged and won't hold up in court.
Some Marxists might think so. SCOTUS has been pretty clear about the individual's Right of the 2nd Amendment. IMHO, this tax is a clear example of penalizing a Constitutional Right because Marxists simply don't like our Constitution. They're using the Commerce Clause, which conflicts with it. To me, I don't see how this tax is Constitutional for the reasons I earlier wrote.

This is unfortunately true, but it is lawyers and judges that usually do the defending of the constitution.
