God raised up female judges and prophetesses; for once females could act and speak with divine wisdom to the general population, which was typically assigned to men. So this was a rebuke and indictment to a nation whose men were botching their responsibilities that came with the authority they were traditionally given.
So by analogy to today (not recapitulation, just similar elements) its like at one and the same time something to celebrate and something to grieve that women are taking charge, in some cases more effectively than men.
