I'm not sure what aspect you are claiming is illegal or has never happened, but summary judgements are used all the time. They are definitely legal. Trump asked for a summary judgment in this very case. There was a hearing before the trial where Trump's lawyers argued for a summary judgment that the judge should dismiss the case for lack of evidence.
He also revoked Trump's business certificates which means Trump's LLC has to dissolve.
