My guess is printing. But under no circumstances is the additional spending coming from tax payers, that "money" has long been spent.

Tax payers will end up having to pay more to cover it. Just because it isn't presently tax payer money doesn't mean it isn't future tax payer money.
If not taxes, then inflation.
Seems bigger than just the usual foreign aid / kickback / money laundering game.
