Iran as the name of a land/country is a 1000 years old. This was the name Iranians used with some other variations. Outsiders called it Persia since antiquity. In 1935, the Shah of Iran at the time asked diplomats to begin using Iran as the name. it was still the same country, there had been Shahs in iran for hundreds of years.
The CIA was created in the 1947. The OSS which preceded the CIA was created in 1942.
So no Iran was not created by the CIA.

What you are thinking of, is the 1953 coup in Iran where the US and UK helped overthrow the Prime Minister. Iran still had a Shah or King at the time, son of the guy who made everyone call it Iran and a Prime Minister. Since 1909 Iran was a constitutional Monarchy where the Shah wasn't that strong.
The coup did not CREATE Iran, the borders of Iran have been the same for a while. The Shah was in power, the Pahlavi dynasty started in 1925. What the coup did was make the Shah a dictator and overthrew the civilian side of the government.
And yes, the did lose their power. You must be young if you don't remember the Iranian revolution when the US embassy was overrun and embassy were taken hostage for 444 days.
