I DO remember that plot. Refined uranium has an atomic "signature" to it such that fissionable U from one nation has a different signature than U that was refined somewhere else. I think it is either through the refining process or some other technique used, I'm not a chemist. So the plot revolved around forensic traces of the bomb's fallout and debris.
Israel could covertly set off a conventional nuke, irradiate everyone, and make the Muslims look bad, and then respond by dropping a ‘sustainable green energy’ Neutron bomb in retaliation.
I guess they could do it if the winds are blowing out of the east or SE, but most other directions would result in fallout blowing back across Israel; I don't think they would risk that.
