This leads to the question: Why is it required to "declare" wealth to the government? So they know where to go when they need to steal some money? So if we keep a stash of gold buried in our field, are we required to declare it to the government? If we do so, then don't we become a target when they run low? Send in the goons with some fake charges, arrest the one with gold and confiscate the stash.
