I have yet to see anyone in the DOD or the DOJ tell the truth. They repeat their rehearsed comments; they never just plain answer a question.

Could be both. I'm not going to leap to defend him, but systemic racism could be a catch all for the existence of racism against any given group of people, all at the same time.
e.g. the system could be racist at points for blacks, at other points for whites, hispanics, Asians, etc.
Unequal treatment in different and distinct ways.
Perhaps, just perhaps, he is referring to the very real racism that has been installed by the Democrats over the decades, including Clinton/Biden crime bill etc. Clearly he is not referring to the mainstream narrative of systemic racism. Perhaps, just perhaps, he is actually pretty smart.
