OK, I went to the original post. They said a DPW employee reported him for plowing the snow into the street. Apparently in Norwalk CT it's a big no-no to put snow or grass clippings into the street.
That's why many cities and towns have ordinances/laws against blowing/raking/shoveling anything into the street. This guy sounds old enough to know this and is being an ass.

ok so he did it wrong. was probably a minor ticket, then arrested since he wouldnt sign it.
I hate people that blow their grass into the street...if it rains it becomes like glass..same w snow keep it off the road
