I dunno, I think it was another intelligence agency behind it and the main reason it hasn't been prosecuted because making the details public would destroy relations with our 'greatest ally'. I don't doubt at all that our intelligence agencies are exploiting the material for their own extortion racquets, but they weren't the ones who ran the operations.
So, we are still operating based on what the bad guys want. At some point we need to transition from "Nothing can stop what is coming" to " It came, it could not be stopped, and we're better off for it".
