I've learned over the years that having everything and being able to do anything useful with it are very different things. For instance my dad has all the Jeopardy and Wheel of Fortune answers, but he's not a contestant.
I don't think there is any higher strategy to this beyond the deep state lashing out at Trump in an attempt to harass, damage, and ultimately try and keep him out of the Oval office. The enemy is legion, I think they'd happily sacrifice Bush, Obama, Clinton, and Biden if that is what it took to neutralize Trump.
No cos it only ever goes one way lol. I mean its good to set precedent I guess, but you'd need a balanced justice system to apply it equally or in favour of R's against Ds etc.
The problem, of course, is getting criminal proceedings against protected individuals in the first place. The other problem is getting convictions of them with a jury of their corrupt peers.
