Looks like good news, but maybe not. I think it means immigrants with skills will be shopping around, but "migrants" without skills are not going to be so picky. But perhaps that's Trudeau's plan anyway as he seems to be deliberately overloading the public welfare system in order to precipitate a crisis which he can then swoop in to solve; textbook Cloward–Piven.
