For our less researched people, there is no "THE Four Functions of Q", as if Q posted that at one point.
That said, I think the 4 items listed are some of the important tenants of the movement.

The education of the American population on how government is supposed to work. Many of us older folks need a refresher course and the younger ones were never taught.
Well, I can certainly agree that Q is preventing longer wolf and militia vigilantes. My concern is that we're being goaded into pacificity for our own demise.
