They did impeach him. Twice, I believe. But the Senate did not convict. Impeachment in the House followed by conviction in Senate would have removed him from office and probably made him ineligible to run again.
Trump will likely get even but we might not ever know about it. Mitch being out might be part of it. These old ghouls rarely leave, even if sick unto death. They are owned and stay to the bitter end.
