Yes King Sihon and Og took some of their land and that land was taken by Israel however there still was land left untouched by those two kings since Israel took all that those two kings had and divided it amongst the 2.5 tribes.
Scripture has to make sense and this is the only outcome that makes sense. Otherwise, God didn't keep land for Lot's descendants or Israel disobeyed God. And the former cannot happen because God keeps His promises and if it were the latter there would have been severe consequence for conquering land which God told them not to.
