It is not the E4B Doomsday plane, which I have seen more than a few times. It's at an altitude of about 4000 feet and constantly circling the base in a counter clockwise direction, completing a loop every 5-6 minutes.

Could be a "Dirt Box". A DRT collects cell phone data and they fly in patterns like this. For example.
It is flying at a speed that says it is probably configured. It is also flying at the landing pattern altitude. I think they are an emergency. Probably working the emergency and burning down fuel. Just a guess, but I think it might be a gear problem.
Eyewitness report update... the plane departed North about 5 minutes ago.. We're talking nearly 7-8 hours of continuous circuits around the base.

Strange: The track says it departed and climbed. But the data is frozen now.
If it is a military 767, then it is most likely a KC-46 Pegasus tanker. The flight pattern is consistent with refueling ops. Probably student pilots.

Unusual for sure. The only variants the US Military has is the KC-46 tanker. Officially that is. But since it was over Patrick Space Force Base, maybe they are testing out a new variant. They had some for the AST program back in the 80s, but those were supposedly scrapped out when the program ended. Who knows?
Take a look at this post and the info I provided in a dig. There's a reddit link in my comment that shows a rectangular flight pattern over your same area a while back - that also mirrors some others (Bradenton, FL and Cape Coral, FL). The Cape Coral one was flagged recently for doing some green laser scanning. My guess is they're testing out some technology. In any case, look at the material in the dig, has origins of some craft that might help you identify your current plane.
