He wants his people to thrive in their diversity as much as their national unity. He wants a moral framework maintainted for every component of a national existence, including politics, science, medicine, and finance. This is classic Natural Law theory being put into practice again, like it used to be. It's what allows for peaceful coexistence among citizens who belong to a variety of voluntary associations whether religious or political or whatever. No matter their differences, they have a privilege as well as responsibility to sustain the general welfare while preserving the sanctity of individual liberty. Exactly what the founding U.S. documents laid out.
