Rapists deserve the death penalty, Their victims deserve closure.
Taxpayers do NOT deserve to have their money stolen from them to the tune of $40K+ a YEAR to house these bastards. If you do that you make everyone else victims too.
Death for rapists, murderers, kidnappers, and anyone baring false witness to any of those crimes. (False accusations carry the same penalty as the crime the accuser is claiming against someone else)
its the Tora which you are referring to (the first 5 books of the bile which include the Jewish law). Because obviously the rest of the bible has a lot of examples of people being imprisoned. There are some very barbaric rules in the Tora which you are probably ignorant to.
I'll just give you an example of some of the less barbaric ones that are just totally incompatible with real human rights and justice:
Exodus 21 7-17
7 “When a man sells his daughter as a slave, she shall not go out as the male slaves do. 8 If she does not please her master, who has designated her[b] for himself, then he shall let her be redeemed. He shall have no right to sell her to a foreign people, since he has broken faith with her. 9 If he designates her for his son, he shall deal with her as with a daughter. 10 If he takes another wife to himself, he shall not diminish her food, her clothing, or her marital rights. 11 And if he does not do these three things for her, she shall go out for nothing, without payment of money.
12 “Whoever strikes a man so that he dies shall be put to death. 13 But if he did not lie in wait for him, but God let him fall into his hand, then I will appoint for you a place to which he may flee. 14 But if a man willfully attacks another to kill him by cunning, you shall take him from my altar, that he may die.
17 “Whoever curses[c] his father or his mother shall be put to death.
So according to the Tora you can buy female sex slaves. (Keep in mind if you were past puberty you were fair game)
....but if you curse your father and mother you will be executed.

41 Then Moses set apart three cities in the east beyond the Jordan, 42 that the manslayer might flee there, anyone who kills his neighbor unintentionally, without being at enmity with him in time past; he may flee to one of these cities and save his life:
So according to the Tora if you kill someone accidentally you can just run away to a safe zone. (hit and run drivers would love this one)
