It's based on the notion that we can solve just about any problem - including interfering with global climate / weather patterns - if we just skyrocket our taxes / give ever more of our money to the government, give the government ever increasing control over our lives; surrender more & more of our individual liberties and freedoms; AND if we drop our standard of living back to the stone age; THEN we can truly accomplish wonders!
In 2003 I lived in a forested area and one of the old town crazies started warning people to leave. The only thing he said is the fire chief who had about ten years to go before a comfortable retirement just abruptly resigned and moved to Arizona.
Although it sounded a bit odd nobody thought much of it. Just a few days later we got hit with this.
It seems the fire chief knew something he didn't want to be a part of. Find out who your local fire chief is and keep an eye on him.
My theory is that there is technology that was used to heat up California and the American South West over the course of a few years to cause drought and eventual starvation and that Trump and the White Hats were able to stifle this plan and that's why Trump told Crowfoot "I don't think science knows, actually" about the eventual cooling.
But your theory based on facts and logic and no fringe conspiracy theory plots could also be plausible too, I guess.
It is said that one of the reasons California has a homeless population problem is because lots of people get lots of money to deal with the problem. Maybe the same for fire management?

The 11 year cycles are nested in an even longer, many thousands of years cycle.
