And amazingly, you can see the sniper lift up his head and take a look at the shooter exactly as Trump says "Take a look at what happened".
Also, its notable that the sniper has his gun positioned exactly in the direction of the shooter.
What you believe to be the sniper shooting is actually him changing his aim to where the shots came from. You are hearing shots from the shooter when you see the sniper rifle jerk and change point of aim. The sniper rifle being used would not jerk away to the side as you see the sniper changing point of aim. Looks like the sniper changed his point of aim by 10-15 degrees before firing.

I am guessing he knew the location of the shooter but the shooter hadn't shown up yet.

I watched it again. When the sniper lifts his head no shots have been fired. The first shot is heard only after the sniper lifts his head. Also, the camera cuts off the frame, but it looks like the sniper is changing postion after the first shot - almost like shooting someone who is running away ...
I have fired rifles with scopes on them and I didn't have my eye on the scope itself. It was set up so that I could look through it and see most effectively with my eye 2-3 inches behind the scope. I was able to fire the rifle without moving my head before firing. It worked better when I was able to keep my eye on the target as far into the motion of my trigger finger as possible until I probably flinched reflexively. Just my two cents.
Isn't that what proper eye relief is for? And I can't imagine a professional sniper making that much of a "jerking" motion prior to a shot. Taking eyes off target before shooting seems to go against all weapons training been a part of.
He should have had a ranged scope to that roof already doped in. That is why in my opinion it appears he had to adjust his rifle. Plus there Is a second DDM (Designated Defensive Marksman) on the roof up on gun. Can't tell if he fired.

Yea right at the very end when the camera is no longer on the sniper you hear 2 snaps. Thats the sniper firing.
