She is essentially saying that because Trump is not president, the continuity of government necessity is not in place and so that lowers the responsibility of the secret service.

They are both agreeing that Trump did not have full protection because Trump isn't president. He is implying that posture is negligent and ridiculous. So she is indicating literally the opposite of what is being implied in this post. Everyone just heard "continuity of government" and didn't actually listen to what was being said in this clip.
