it looks indeed like the horse lady with the flag, and she's definitely not a shooting suspect.

Yep, that post of this video was posted hours ago, and I believe it's that lady that was riding her horse seen in other videos, which I believe someone in the comments shared a link to pictures of her.
If she could be interviewed/questioned, horse riding lady could even confirm if she saw anyone out that direction. I'm not sure the time of the shots and when she was riding back there.
It does show up in the GAW search results too, for example if you type the search term "tower area" into the search box, it will yield this post as the search result.

I went and checked for that video right before you posted. It does check out. You can see the motorcycle rider take off.

Does this suggest a shooting occurred on the water tower? that would change the bullet trajectory quite a bit.
So much so it wouldn't have grazed his ear. It would have entered his head or struck people in front of him.
Nothing burger.
My initial thought was "Isn't there just a road there? Why would traffic on public roads seem suspicious?"
However, taking a close look at the map, you can see the road to the water tower is a dead-end. (Google Maps)
So you would only expect traffic there for a wrong turn, or someone actually going to the water tower.
