The answer to your theoretical thinking here is actually probably more simple. The mod team needs someone that will say that the bucket stops here. That's my job. Again, check the mod logs, I'm probably in 8th place in terms of mod activity. But, society is defined by what it will not allow. When you don't understand someone's behavior, you don't know their true motivations.
Maybe he's got standing orders to steer the board off certain topics deemed to not ready/not allowed/whatever. A higher-up telling him to shut it down, etc... or he's being deliberately subversive. I doubt it's the latter but the point is that I feel like he's making deliberately Cory strawman arguments against it. I know nothing about chemtrails. Maybe he's being subversive on purpose but the question would be why?
