Trump and the Military had to come up with a narrative and a plan of action that would boomerang, so that the American public would demand to come out of lockdown, yet also come to hate the vaccines, hate the lockdowns, and hate the inflation AND blame the Washington Cabal for the crackdown.

Also, realize that optics and narratives matter almost as much as actual kinetic warfare.
