UNFORTUNATELY, legal routes are pretty useless at the moment. Get creative, MIRROR their behaviour and show NO empathy. RESPECT works both ways so does lack of.
Its pretty easy. They are there to do a job and everyday they dont do that job give them a written warning. So many warnings and you should be able to fire them without repercussions. DO NOT GIVE THEM A PROMOTION DO YOU HONESTLY BELIEVE THEY WILL SUDDENLY DO THEIR WORK. GIVE THE PROMOTION TO SOMEONE WHO DESERVES IT.

My Dad used to tell me about how he got rid of incompetant morons. He would give them extra tasks and assignments and ask them constantly for the status of their progress. He would keep piling it on until the just quit on their own.
But she won't even go to the border!
She didn't go to Europe either
But she did go to Pakistan, Poland, Guatemala, and Singapore.
Can anyone tell me why she went to these places among others?
Add personal responsibility and accountability measures to their job requirements and it will be over with right after their first review. Oh, and replace her spineless manager that fucked up her review.
Get daily written reports due at the end of the day with proof of work.
if your in an 'at will' state, just release her and tell her thank you for your service, but the company has decided to take a different direction. That's how I did it with my employees. Of course they ran down to collect unemployment benefits ASAP.
