They must be preparing for an event that is over 7 years in the future. On average it takes 7.5 years for a proposed Constitutional Amendment to make it through both Houses of Congress and then get ratified by the States.
Most proposed Amendments expire before they are ratified.

The whole point of this is to pole-vault right over the laws and do what the hell they want. We know by now that rules and laws mean absolutely nothing to these people. The U.S. Constitution means even less.

Exactly... as you mentioned, this is not going to happen any time soon - if at all. It is very, very difficult to amend the US Constitution, by design. It takes a long time. So, I figure in reality this article is some sort of comms... I don't know what else it could be.

They are not even talking about a constitutional amendment. It is repeatedly referred to as "a bill" that they are considering, so they are simply planning to try and change The Constitution by passing a legislative bill, which of course, is unconstitutional.
If they wish to change how federal representatives are chosen, then they need to do so with a constitutional amendment, which is NOT what they are trying to do. The Constitution clearly specifies that House representatives can only be chosen through elections. They are counting on the ignorance of most Americans, and that these sheeple, through ignorance and apathy, will allow them to get away with a blatantly unconstitutional action.
