That looks like a duce and a half,you can buy them surplus very cheep. Old diesel engines don't need any electronics to run once they are started. You tube channel diesel creek owns two of them. Once of them he bought for under 2 grand.
I just saw a post from a Facebook group called "Cajun Navy 2016" where some folks arrived with a string of nine pack mules and are using them to get supplies into some of the worst areas where no cars or trucks can get through.
Pretty sure this isn't the Cajun Navy. This is just some good old boys having fun. The CN is in NC right now using boats to get stranded people and helicopters to deliver water and supplies to people stranded in the mountain.

If I remember the story, (not sure which branch) was unfamiliar with the roads. They let the good ole boys drive the five ton and I believe followed.
