If the reservoir is already near full and a storm is predicted they'll lower the pool to accommodate the inflow. But if more water falls then they predict they have two choices:

1. release as much water needed to prevent overtopping.
2. allow overtopping and severely damage the power plant and possibly lead to severe structural damage and possible failure.

They'd rather retain as much water as possible and flow it through the turbines. That's how they make money. When it goes through the spill gates it's the same as pouring out money.

I live in Western NC and have Duke Energy as my supplier, nothing but good things to say about them. Reliable energy and fast responses to outages, which are VERY infrequent.

That looked like the Cowen's Ford dam at the bottom of Lake Norman, the biggest lake in NC. They had 1/11 sluices partially opened. The lake rose 4'. They lost some houses in Mountain Island below the dam but damage was mitigated from the flow of the Catawba. A nuke plant is located on the lake.

Central Florida Anon here... Duke runs the electric grid where I live. That's why I have 2 generators and 80+ gallons of gasoline to run them.

There are no dams up stream of Asheville on the French Broad River or the Swannanoa River. A few lakes east of Asheville are Duke. No flooding below. Lakes up in Mountains west of Asheville are TVA. Lake Lure is a private lake owned by the town.

Them darn Duke brothers! Wait, was that Dukes of Hazzyard or Trading Places? Seriously though, Duke owns the largest lake in NC. They managed the water levels expertly, IMO, during the storm. HAd Lake Norman overtopped, the Huntersville nuclear reactor would have had problems. Minimal damage controlling the runoff. Duke controls the entire lake.
