They are claiming the video is fake. There is an official statement on the county website claiming the materials in the video are not authentic, but I'm not entirely sure if anyone has explained how they know they are not authentic. I am not in PA, so I don't know what the official packets look like.

Questionable. Why would someone record that slow pace? You'd have a tool to open the envelope and rip right through them. Then again, these people are stupid.
Because they wanted to be able to reinsert the Kamala voted back into the envelope.
But you're right it would take a very long time to go through enough envelopes to make an impact.

You do not mail in ballots unless you are stationed overseas and event then....
