I always thought that was a NY thing- "Waiting on line", "Staying on line", etc. instead of "in line". I know of one song from the 80s, from a NY band that uses that line, and Connie said it in Godfather II (not NY, though), so...

someone from the east coast said that's what we say on the east coast. We say stay on line and not in line. Don't know if it is true, just what he said.
