The House of Representatives does not confirm cabinet members. The Senate does that. The Senate must be in recess for the President to be able to make recess appointments.
If the house disagrees with the senate about a (recess). The President can call a recess of his choosing.

I believe each house of Congress can set their own schedule, and all that matters for recess appointments is whether or not the Senate is in session.
Apparently, there is part of the Constitution that allows the President to call an adjournment when the House and Senate are in disagreement re: recess.
If House wants, but Senate doesn't, the President can decide.
If Senate wants, but House doesn't, again, the President can decide.

I can't remember specifically, but I believe Trump had a problem with recess appointments the last time he was president. Didn't a portion of senators show up at "work" so that he wouldn't be able to. Maybe that was where the Supreme Court decided on it-but as the writer states it was in 2014. So maybe it wasn't Trump I was thinking of, but I thought it was a republican president.
Yes, we haven't had recess appointments for at least 8 years. The Senate has "pro forma" sessions which are basically opening and then closing the Senate every day with no work performed. They only do this to block the President from being able to do recess appointments.
Thanks, I was wondering who the president was when we attempted to have recess appointments made and the congress would say they, whichever house, was not in recess. To me this, your statement, is ridiculous for the senate to do as they attempt to block any appointment by the president-but it makes perfect sense to the criminals in charge. Thanks.

If the House requests recess and the Senate disagrees, apparently the President can then push the whole of congress in to recess. Is this incorrect?
So, it would be a 1-2 spike by Johnson and Trump cooperating. Johnson requests Senate to adjourn, and if denied, Trump then gets to adjourn both.
The President can then make recess appointments, no?

It's totally legit to say that Johnson is considering Recess Appointments as an option to help Trump's appointments get through. There is no claim that John can make recess appointments OR make the appointments in the first place. Just that he is considering those as an option he can facilitate, if DJT wants it.
The question is whether POTUS can put both houses in to recess due to the constitution and “extraordinary occasions”, it seems.
