Logically it could NOT have been an Inter-Continental Ballistic Missile.
It could have been a missile capable of intercontinental flight that was simply fired at the same continent. The missile is named for its capabilities, not its ultimate use.
OK if it were an ICBM they would have to have an extra unassigned ICBM capable of intercontinental flight with a nuclear weapon!! -- to waste for a launch at a mere non-nuclear nearby state with a non-nuclear warhead? OK. My military mind does not grasp why they would to that . . . ?!?
Cold war doctrine, the ICBMs in their silos are programmed against pre-selected targets, to fire within seconds of the decision. The doctrine was/is the MAD Doctrine: Mutually Assured Destruction. MAD to assure it would NOT COULD NOT ever happen.

A lot of leftists in west have accused Russia of being a paper bear and for barking without bite. Last night they showed that they're not afraid to escalate this conflict if the situation requires it.
As for the how: most likely they produced a couple of these platforms and simply didn't use a payload.
Or they also have non-nuclear variants of these missile and have decided to start using it.
At the end of the day these are Russians. Just like Trump, they are very unpredictable.

Just because it's meant for long distance doesn't mean it couldn't be used to hit Ukraine. It would just be a giant waste if an ICBM.

What I meant to say was that he did confirm that he used a ballistic missile, however it was a medium ranged one as opposed to a inter-continental one.
