Brink of climate emergency you say... How about this:
Step 1: Make war illegal. No bombs, missiles, tanks, jets, ships or anything else that generates heat to conduct warfare. No biological, chemical, or economic warfare while we're at it.
Step 2: No private jets.
Step 3: Age and term limits on all federal positions with no retirement benefits. You want to serve your country, then do it without getting yourself or your family members rich.
There, that should take care of our climate crisis for a while. I realize a lot of rich people are gonna lose a lot of money without war though, but I'm willing to let them make that sacrifice.

When they say climate change they mean population growth, where green energy reduces the industry/output of a population thus reducing their population growth. To get involved in Africa's population growth "with the right energy" is a method to anchor them to the US economy so that their growth grows the US economy. Ye olde pyramid (of Giza) scheme.
